The USAID Zrda Activity in Georgia (Zrda) is a five-year activity that aims to strengthen the skills, productivity, and networks of local actors - from vulnerable households to Micro, Small, and Medium Enterprises (MSMEs) - so that they can contribute to broad-based economic growth and strengthened resilience in target communities. Zrda will improve MSME development and growth, increase rural households` ability to generate income, and foster enduring market linkages between producers and buyers to strengthen the market system. Thus, Zrda will create jobs and increase sales for MSMEs and incomes for households, bolstering the resilience and livelihoods of targeted communities. Zrda began on March 15, 2016.

Zrda Activity in Georgia is making a vacancy announcement for the position of an M&E/Database Assistant.

Location of Work: Based in Tbilisi, Georgia
Working hours: Monday to Friday 09:00-18:00, full time position
Reports to: Monitoring and Evaluation Manager (Primary), Chief of Party and Deputy Chief of Party (Secondary)

Position Description:

The objective of this assignment is to support the Monitoring and Evaluation (M&E) Team in monitoring and evaluation of Zrda project. Specifically, the M&E/Database Assistant is responsible to assist the M&E Manager in data collection, data entry, and data management using the Dev. Results web-based results management system. S/he shall be responsible for regular update and maintenance of the Dev. Results system, including producing regular reports for the Technical Team Activity Managers and Senior Management (COP & DCOP). S/he shall support the M&E Manager and regional M&E contact persons with aggregation and validation of data received from regional offices, technical teams, and subcontractors to report on project indicators and targets used to measure the actual performance of Zrda activities. S/he, in consultation with M&E Manager, will manage all activities related to the collection, verification, attribution, and analysis of data on Zrda`s performance indicators. S/he shall also produce and manage data visualizations using the Dev. Results system.

Principal Duties and Responsibilities (Essential Functions):

The M&E/Database Assistant shall use his/her technical skills, education, experience and country knowledge to accomplish the following tasks:

** Work closely with M&E Manager to elaborate relevant data collection/field monitoring forms.
** Conduct site visits and verify data provided by the Beneficiaries, regional offices and technical teams as required.
** Attend training activities, review training evaluation reports, and participant information forms provided.
** Aggregate data received, enter it into the online project database system, Dev. Results, generate regular reports for Activity Managers and Senior Management as well as ad hoc reports as requested, validate results, and update data visualizations in Dev. Results.
** Support the M&E Manager in conducting analysis of the project`s progress against the indicator targets stated in Activity Monitoring and Evaluation Plan (AMEP) and any subsequent updates to the AMEP; identify problematic issues to provide relevant feedback to project staff for its management and decision making.
** Participate in annual revision of the AMEP for the Zrda project and assisting the M&E Manager to incorporate any revisions required due to project implementation.
** Contribute to preparation of all regular and ad hoc project M&E reporting as well as the annual monitoring and evaluation report that is submitted to USAID.
** Ensure data entry of project activities into Dev. Results and GIS report files for internal and USAID use.
** Participate in the process of revision of the project`s household evaluation survey questionnaire; participate in review of evaluation survey deliverables (including reports) and provide feedback/comments.
** Perform other tasks assigned by the M&E Manager or Senior Management (COP & DCOP) on an ad hoc basis that are consistent with this scope of work and the general requirements of the project.

Required Skills and Qualifications:

** To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
** Experience in working with electronic database systems, data analysis and database system management, prior experience with the Dev. Results data management platform highly preferred;
** Demonstrated ability to coordinate data collection and elaborate data collection forms;
** A University degree required, degree in sociology, statistics, or computer science or related subject will be an advantage;
** Good knowledge of survey methodology and field survey issues;
** Experience in M&E tools like rapid appraisal, observation, in-depth interview;
** Willingness to undertake regular field visits and ability to work under pressure;
** Strong communication, team work and interpersonal skills;
** Proficient in use of MS Office applications (Outlook, Word, Excel, PowerPoint, Project), Adobe Reader; experience working with database software packages or web-based data management platforms highly preferred)
** Good knowledge of English language.
