Terms of Reference (ToR) for External Evaluator.
Project: GASTROTOUR - EU-Funded Under CBHE 2024
Background
The GASTROTOUR project, funded by the European Union under the Capacity Building in Higher Education (CBHE) 2024 program, aims to enhance education and training in gastronomy tourism. The project focuses on developing curricula, promoting industry-academia collaboration, and fostering innovation in the field of gastronomy tourism.
Purpose of the Assignment
The objective of this assignment is to subcontract an External Evaluator to assess the implementation, effectiveness, and impact of the GASTROTOUR project. The evaluation will ensure that project objectives are met, quality standards are maintained, and sustainability measures are effectively implemented.
Scope of Work
The External Evaluator will be responsible for:
** Conducting an independent assessment of project activities, outputs, and outcomes.
** Evaluating project efficiency, effectiveness, relevance, impact, and sustainability.
** Assessing adherence to EU CBHE project requirements and guidelines.
** Providing recommendations for improvements and best practices.
** Conducting stakeholder consultations, including project partners, students, and industry representatives.
** Reviewing the materials, platforms, reports, and interview partners and other regionally relevant stakeholders outside the consortium.
** Providing the report with the detailed recommendations on the Platform`s long-term exploitation and expansion.
** Delivering final evaluation report with qualitative and quantitative analysis.
Key Deliverables
The External Evaluator is expected to provide the following:
** Inception Report outlining the evaluation methodology and work plan.
** Final Evaluation Report providing comprehensive findings, impact analysis, and recommendations.
** Presentations and Feedback Sessions with project partners and stakeholders.
Qualifications and Experience
The External Evaluator should possess:
** A Master`s or Ph.D. in Education, Tourism, Social Sciences, or a related field.
** Proven experience in evaluating EU-funded projects, preferably under CBHE.
** Expertise in gastronomy tourism, higher education, or vocational training.
** Strong analytical and report-writing skills.
** Experience with qualitative and quantitative evaluation methodologies.
** Fluency in English (knowledge of partner country languages is an asset).
Duration and Timeline
The project official start date is 1st of November 2024, duration of the project is 36 months and the project official end date is 31st of October 2027.
** Inception Report outlining the evaluation methodology and work plan- should be delivered in two months after the signature of the service contract.
** Presentations and Feedback Sessions with project partners and stakeholders. - should be provided two months before the official end of the project.
** Final Evaluation Report providing comprehensive findings, impact analysis, and recommendations- should be provided after three weeks of the project official end.
Budget and Payment Terms
** The total budget for this assignment includes travel and other expenses.
** Payments will be made in three portions: 40% after providing Inception Report, 30% upon providing the Presentations and Feedback Sessions, and the final 30% upon final report.
