As Project Manager you will lead work closely with PRI`s Regional Director in the strategic direction, management, operational implementation and monitoring of a new project in Türkiye, to ensure that PRI is impactful in achieving its set objectives. The 4-year project, `Increasing Accountability and Improving Human Rights Protection in Türkiye`s Penitentiary System`, will be implemented by PRI with partner organisation, CISST, funded by the European Union.

You will be based in Tbilisi, Georgia, with occasional travel to Türkiye and other locations. You will work closely with the project team, partner organisation and other colleagues across PRI as relevant to ensure that PRI`s work is grounded in our international experience and knowledge.

Job Description

Job title: Project Manager
Line management responsibilities: Regional Director, South Caucasus Regional Office
Location: Tbilisi, Georgia, with occasional travel

Hours of work: 35 hours per week
Contract type: Full-time, 1 February 2024 to 30 January 2028 (Probation period of 3 months; annually renewable contracts)
Salary: Monthly gross salary of 2, 000 Euros, equivalent in GEL

Main Purpose Of The Job:

** Provide strategic leadership and direction as well as day-to-day administrative management on PRI`s four-year project, `Increasing Accountability and Improving Human Rights Protection in Türkiye`s Penitentiary System`, starting in February 2024, funded by the European Union
** Provide expert input on the project and its activities in collaboration with the project`s partners, the donor and other stakeholders.
** Ensure that monitoring, evaluating and learning processes are put in place and progress is tracked, and adaptations as needed are advised on and put in place as relevant.
** Manage the budget, fulfil all EU reporting requirements and ensure the project and its deliverables are on schedule.
** Contribute to the development and implementation of priorities for PRI in the region, including policy and fundraising.
** Act as PRI`s representative at relevant meetings and events

Key tasks:

** Managing the EU project on a day-to-day basis, strategically and administratively by coordinating the project team to ensure maximum impact through the implementation of the project plans in a timely manner and according to the budget.
** Managing relationships with the implementing partners, sub-grantees and experts to lead on planning, delivery, monitoring and reporting of deliverables and activities, and provide logistical and administrative support.
** Providing narrative and financial reports to the EU, ensure regular communication with EU representatives on the project and ensure compliance with the contract requirements.
** Supporting the selection of long- and short-term experts, support in preparing their terms of reference
** Managing the project budget and approving spending, running the procurement process and working with PRI`s Finance and Admin Manager for the project, in close collaboration with the HQ finance team
** Coordinating research, capacity-building, advocacy and policy development activities, as well as public awareness and media campaigns; contributing to the capacity-building initiatives and other project outputs (trainings, publications, social media, etc)
** Ensuring systematic collection and evaluation of initial baseline and ongoing data concerning the operation of mechanisms for preventing/combating torture
** Evaluating the progress of the project according to the Project monitoring framework, taking steps to ensure efficient management, and timely reaction to developments.
** External representation: Networking and coordinating with all relevant stakeholders in Türkiye; representing PRI at meetings, seminars and conferences, as well as in policy groups, in consultation with PRI`s Regional Director
** Setting up and maintaining systematically electronic and paper files of all project materials
** Maintaining regular communication with PRI Headquarters based in UK and the Netherlands, including by sharing on lessons, experiences and outcomes of the project.

Occasional travel to Türkiye and other locations will be required.

The balance of duties and tasks will vary according to the requirements of PRI at any particular time, as determined by your line manager. In accordance with the spirit of cooperation and shared responsibilities at PRI, staff members are occasionally required to undertake work outside the specific detail of their job descriptions.

Person Specification:

** Higher education in law, human rights or a related field (Master`s level preferable) - Essential
** Demonstrated knowledge of human rights (torture prevention) and criminal justice issues - Essential
** Experience of working as part of an interdisciplinary team in a small NGO environment - Desirable
** Working with Institutional Donors - Desirable
** Excellent communication and writing skills including ability to draft reports, letters, press releases, and for online audiences - Essential
** Ability to undertake research, analyse, collate and summarise information - Essential
** Experience of budget management - Essential
** Demonstrated experience in project management (preferably EU-funded projects) - Essential
** Experience of external communications, including coordinating publications and work with the media - Essential
** Fluent written and spoken Georgian and English (Turkish language will be an asset) - Essential
** Collaborative approach valuing diverse input from colleagues, partners and people with lived experience - Essential
** Commitment to human rights and PRI`s mandate and values - Essential
** Willingness to travel internationally, and occasionally travel/work on weekends - Essential
