SOS Children`s Village Georgia Announces a Tender for the Procurement of Research Services.
SOS Children`s Villages Georgia is seeking researchers/research organization to conduct an external evaluation (qualitative and quantitative research) in the town of Zugdidi and villages of Rukhi and Koki within the project "Strengthened Families and Empowered Youth for Social and Economic Development in Zugdidi".

SOS Children`s Villages Georgia is a non-governmental, non-political and non-profit organization and an active member of the international umbrella organization of SOS Children`s Villages International, which is active in 118 countries.
SOS Children`s Villages Georgia is functioning on the basis of the statute of the international organization and is operated in the country from 1989.
The aim of the organization is to protect the rights of the children/youth at risk of losing and deprived of parental care. Through various programmes and services SOS Children`s Villages Georgia assists children by provision of family strengthening support, alternative care and educational programmes. In addition, the association actively collaborates with governmental and non-governmental organizations as well as public institutions to advocate for the rights of socially needy children and their families.
All programs and projects implemented by SOS Children`s Villages Georgia are in compliance with the principles of the UN Convention on the Rights of the Child and Child Welfare Policy.

Information about the project:
The project "Strengthened Families and Empowered Youth for Social and Economic Development in Zugdidi" is implemented in the town of Zugdidi and villages of Rukhi and Koki with the funding from the Austrian Development Agency and the SOS Children`s Villages Austria. The project to be evaluated aimed to contribute to the implementation of Child Rights Code and the National Youth Policy in bordering communities in the Semagrelo- Zemo Svaneti region and therefore improving the social and economic situation of vulnerable population in Zugdidi, Rukhi and Koki. The project sought to improve the access to psychosocial, employability and economic strengthening services for 400 vulnerable children, youth and caregivers by 2025 by following a multilevel approach at social, psycho-emotional and economic level.
The purpose of the evaluation:
The purpose of this evaluation is to generate learning as the organization phases out ADA funding, enabling an assessment of the project`s effectiveness. This evaluation shall examine the broader and
lasting influence of the project, on the wider community beyond direct participants.
The overall objective is to generate learning on the effectiveness of the project`s interventions in advancing gender equality through capacity development and strengthening schools` role in career guidance and professional orientation specifically to assess how effectively the project`s approaches to capacity development for gender equality and the strengthening of career guidance and professional orientation in schools have contributed to achieving the overall project objectives.
Key Qualifications:
** Proven, solid experience and competency (submit at least three previous evaluation reports in application, alternatively excerpts are accepted) in leading and conducting project/programme evaluations in this thematic area, including final evaluations, in complex and sensitive environments.
** Each team member must have solid experience in planning and conducting semi-structured interviews and focus group discussions. Outsourcing of data collection to enumerators will not be accepted.
** Relevant academic degree (master level) in one or more of the following fields: Development Studies, ** Monitoring & Evaluation or a relevant, directly related discipline.
** Working experience in Georgia, preferably with focus on topics such as work with vulnerable families, community development, gender programming, socio-economic strengthening, etc.
** Proven knowledge and expertise in the field of gender equality programming, preferably, in the Georgian context, is required.
** Good understanding of child rights and issues affecting vulnerable children and their families.
** Proven experience in participatory processes and inclusive data collection methods (including age appropriate and disability-sensitive data collection methods).
** Strong analytical and conceptual skills.
** Ability to transfer complex concepts / ideas in a practical and simple language.
** Good facilitation, organizational and interpersonal skills.
** Excellent writing and communication skills in English and Georgian.
** Sound MS Office and IT skills.
The submitted offers must include:
** The consultants` CV, experiences and references including examples or excerpts of previous evaluations undertaken
** Technical Proposal, including suggestion on the approach and methodology including a justification on the methodology proposed, information on how inclusive participation in the research process is ensured, a detailed work plan, division of work within the team including information on data collectors, information on safeguarding and ethical standards, and if deemed necessary, suggestions for adjustments to the ToRs.
** Financial proposal (in EUR), including working days and rate per team member as well as all other costs, such as travel, interpretation etc. The financial proposal must be presented in EUR and indicate if VAT applies to the offer and if so, indicate the VAT. Net value, tax and gross value should be indicated transparently and separately. The net offer should not exceed 25.000 EUR.
Only offers meeting formal criteria will be evaluated in two stages:
** All proposals are assessed based on Technical Proposal and Financial Proposal.
** The three highest-scoring organizations will be invited to online interviews.
The proposal with the best overall value, composed of technical merit and price, will be
considered for approval.

Payment Terms:
The service fee will be paid via bank transfer within no more than 3 days after the submission of relevant financial documentation for the specific service provided (VAT invoice, work-delivery statement).
Management:
The researchers/research organization will report to and coordinate all activities in close cooperation with the Project Manager.
Timeframe: Final report should be finished by the end of January, 2026
