Georgian Young Lawyers` Association (GYLA) is one of the leading human rights organizations in Georgia, which was established in 1994 and has been protecting human rights and Rule of law for 30 years.

** Raising legal awareness and establishing the rule of law in the society.
** Development of legal profession and establishment of norms of professional ethics.

GYLA announces tender for selecting expert/group of experts or organization, which will conduct the project`s mid-term evaluation.

Name of the project: "Promoting greater civic awareness and engagement in judicial reforms and facilitating increased access to justice through holistic multi-agency action."

Implementation dates: 01.01.2024 - 31.12.2026.

Background:

The project aims to promote accessibility, independence, transparency, impartiality, and accountability within the justice system, including judicial reforms. It strengthens the capacity of civil society organizations, increases public awareness of justice reforms, and improves access to justice for vulnerable groups.

Objectives of the Assignment:

The assignment aims to conduct a mid-term evaluation of the project to assess progress, effectiveness, relevance, and potential risks, providing actionable recommendations.

Scope of work:

** Review of project documentation (project proposal, logical framework, progress/interim reports, activity plans, and other relevant materials);
** Development of evaluation methodology in consultation with GYLA and co-applicants, aligned with EU guidelines;
** Collection and analysis of qualitative and quantitative data, including desk research, interviews, and/or focus group discussions with stakeholders, beneficiaries, and project staff;
** Assessment of progress towards objectives and expected results, identifying achievements, challenges, and areas for improvement;
** Examination of project efficiency, effectiveness, relevance, and sustainability, with practical recommendations;
** Preparation of a mid-term evaluation report providing evidence-based conclusions and recommendations;
** Presentation of findings to GYLA, co-applicants, and key stakeholders (including the EU as donor).

Deliverables:

** Inception report (5-7 pages): outlining the evaluation methodology, data collection tools, and work plan (to be submitted within 2 weeks after contract signature);
** Draft mid-term evaluation report (approx. 25-30 pages): including analysis, preliminary findings, and recommendations;
** Validation workshop/presentation: presentation of draft findings to GYLA and partners for feedback;
** Final mid-term evaluation report (max. 35 pages + annexes): incorporating feedback from stakeholders and ensuring alignment with EU standards;
** Executive summary (2-3 pages) with key findings and recommendations.

Number of expert (s) and title (s):

We are seeking either a group of experts, which will include a Lead Evaluator, an M&E Specialist, and a Justice Sector Expert, or one expert with proven experience in all three areas, capable of carrying out the assignment independently.

Eligibility Criteria of expert`s:

** Minimum 5 years of professional experience in project evaluation, monitoring & evaluation (M&E), or research in the fields of justice, governance, human rights, or related areas;
** Proven experience in conducting mid-term or final evaluations of EU-funded or international development projects is an asset.
** Advanced university degree (Master`s or higher) in law, political science, public policy, social sciences, or related disciplines.
** Strong knowledge of monitoring and evaluation methodologies, including quantitative and qualitative data collection and analysis;
** Experience with logical framework analysis and theory of change;
** Familiarity with EU project cycle management, implementation and reporting standards (PRAG/ePRAG preferred).
** Excellent command of English and Georgian.
Evaluation Criteria

Applications will be evaluated based on the following:

** Relevant professional experience and expertise;
** Quality and feasibility of the proposed methodology/technical proposal;
** Financial proposal.
