Position Description:

The Accountant/Office Manager will serve as a junior member of Finance and Administration Team, working at 5-years program, financed by USAID. The individual will be responsible for conducting the daily financial transactions for the project, maintaining accounting records, managing the day-to-day functions of the project office in Tbilisi and recording financial transactions in accordance with the established policies and procedures of USAID and CNFA.

Position Responsibilities

In particular, the Accountant/Office Manager will:

** Conduct daily financial transactions and payments to vendors, local consultants, and local organizations;
** Maintain permanent relations with the project`s main vendors (health insurance provider, accommodation providers, stationary suppliers) and serve as the contact point for all of these vendors/service providers;
** Support the Director of Finance and Administration (DFA) with maintaining accurate and up to date accounting and financial records and statements for the project;
** Maintain personnel files and serve as the point of contact for HR related issues in accordance with CNFA regulations;
** Verify the correctness of invoices submitted locally;
** Conduct bank transfers to staff and local vendors;
** Prepare financial documents for review and approval by DFA and Chief of Party
** Prepare staff payroll, twice a month, in accordance with Georgian tax legislation;
** Work closely with Component Leads to develop financial projects;
** Enter accounting data and financial transactions into Deltek and CostPoint;
** Prepare project financial reports for review by DFA;
** Coordinate travel logistics for project international visitors including booking hotels and organizing airport pick-ups;
** Oversee drivers, including fuel distribution and checking log books;
** Ensure the office is kept clean and in an orderly condition and manage the flow of visitors to office locations;
** Perform clerical duties, as needed including copying, including data entry, communications and simple translating;
** Calculate and proceed travel related transfers per USAID/CNFA regulations.

Required qualifications:

** University diploma
** Advanced level of written and spoken English
** Advanced experience in Excel
** Experience in accounting programs Deltek and CostPoint preferred
** Knowledge of USAID rules and regulations of procurement and reporting preferred
** Prior experience in working in finance and administration and in development of financial reports for a USAID-supported projects
** Strong interpersonal skills and the ability to work well as part of a team
** Strong in analytical thinking and result oriented approach to working.
