The USAID/Georgia Human and Institutional Capacity Development 2020 Activity (HICD 2020) is an official project of the U.S. Agency for International Development (USAID), Contract No. AID-OAA-I-13-00043/AID-ll4-TO-15-00002. The five-year project is designed to assist the USAID Caucasus Mission in addressing its partner organizations` administrative limitations and performance gaps that impede the effective implementation of all key reforms, including those related to the European Union Association Agreement, the Open Government Action Plan, and Civil Service Reform.

HICD 2020 is implemented by ME&A and its consortium members Chemonics International and Performance Design Partners (PDP).

HICD 2020 is seeking offers from eligible local technical assistance Trainers/Consultants (individual offerors) and/or local Training/Consulting Organizations registered in Georgia for Developing Capacity of the Georgian Association of Social Workers (GASW) in Advocacy. The goal of the intervention is to enhance the capacity of GASW to better advocate for the social work profession with an ultimate goal of improving the lives of the social work beneficiaries nationwide.

The objective of the project is to train the GASW staff and social workers in:

** Research skills, critical thinking and analysis. As a result, the trainees should be able to apply the skills to investigate, explore and analyze the social work-related topics, classify and structure beneficiary needs, and to develop targeted messages to policymakers;
** Identifying and selecting advocacy issues, goals and objectives;
** Selecting advocacy priorities;
** Advocacy tools, methods and techniques geared towards supporting the social work profession;
** Identifying and tailoring messages to target audiences;
** Garnering support within target audiences, including but not limited to building effective coalitions, mobilizing grass roots networks, working with the media to shape public opinion, enlisting support of policymakers and regulators;
** Monitoring and evaluating advocacy activities;
** Other advocacy-related topics, as needed.
