JSC Nenskra Hydro is pleased to announce a vacancy for the position of Social Manager.

Location: Chuberi, Svaneti (construction/operation site)
Job type: Full time

Key responsibility areas:

** Responsible for overseeing the Social performance of the Nenskra Hydropower Project implementation with direct supervision of team of 5 employees (CLOs, CIP Officer and CROs, and other social team staff). Including preparation of ToRs for new positions, support of all experts and consultants, and job performance of the team;
** Provide leadership and clear direction for the team in dealing with local communities, including update and implementation of the stakeholder engagement plan, managing grievances, preparation of stakeholder mapping;
** Closely collaborate with Communication Specialist to ensure proper communication on 360 degree;
** Lead the site social team and social issues;
** Participate in meetings with EPC contractor and subcontractors and proactively develop solutions towards engagement with EPC and sub-contractors;
** Closely collaborate with the land acquisition team, including the livelihood restoration consultant;
** Implement the respective ESIA commitments and lenders policies, such as (Stakeholder Engagement Plans, Grievance Mechanism Procedure, improvement of the information centers, etc.)
** Prepare reports on social issues for management;
** Prepare social monitoring reports as required by the E&S department management;
** Propose, implement and monitor measures necessary to comply with national social legislation;
** Proceed with the general management and monitoring of CIP program, including developing creative solutions to improve the Community Investment Program program and preparation and implementation of a training program for the Community Investment Program members;
** Put in place a SME program and liaise with the procurement department and EPC contractor;
** Manage grievance mechanism process (Resolve social issues in case of non-compliance, and where needed, prepare time-bound corrective action plans with specific follow-up procedures);
Liaison with local government;
** Contribute to the selection of service providers for social issues, including Community Investment Program;
** Pro-actively assess the social issues of construction activities in the communities whose livelihoods could be affected and provide recommendations to minimize risk.

Specific responsibilities of the role include, but are not limited to:

** Establish connections and build relationships with community leaders;
** Manage the public consultation process designed to meet the company`s own Stakeholder Engagement Plan and compliance requirements of lenders and regulators: organize, chair and document meetings with (i) local communities, (ii) local authorities, (iii) municipality representatives, (iv) central governmental agencies, (v) NGOs;
** Develop and maintain different databases, ensuring proper tracking system establishment;
** Assist in consistency of information conveyed to local communities by the different project`s teams in order to reduce confusion, and conflicting messages or commitments. With the E&S Team ** Leader prepare key communication messages to be distributed internally to JSCNH` staff to avoid raising of false expectations about project benefits;
** Manage the involvement of local stakeholders in project implementation and monitoring;
** Contribute to the preparation of Annual Work Plan and reporting;
** Plan, implement and analyze JSCNH`s Community Investment programs/initiatives, including (i) formalizing / revision of Memorandum of Understanding with local authorities for community investments, (ii) procuring the works, goods or services required to implement the community investments, and (iii) monitoring the implementation of selected community investments;
** Coordinate weekly and monthly work plan of social staff to assure coverage of community liaison venues;
** Advise JSCNH on communication strategies with local communities and NGOs including news releases, community magazine, annual, social media, web copy and other strategic communications;
** Support other JSCNH departments as required, including technical team, human resources, procurement and others;
** In collaboration with the Environment Manager, identify and implement community conservation programs, including biodiversity awareness raising with the communities.


** 5-10 years of similar experience/role in an International Project - Major infrastructure - HPP ideally
** International financing agencies performance standards experience
** University degree in a relevant field (socio-economic, international development, social)
** Bilingual: Georgian-English
** Leadership and excellent communication skills (oral and written)
** Results oriented
** Full computer skills
** Proactive, high interpersonal skills.
