Job Description:

The Contract Management Officer will report to the Head of Mission Support Department and will contribute to an, efficient and effective running of the Mission`s overall contract management tasks.

Main Tasks and Responsibilities:

Pre-Tendering Phase:

** Upon receiving technical specification or terms of reference from the Requesting Unit to carry out market researches aimed at identifying potential bidders in compliance with the relevant internal SOPs and the EU norms on procurement and competition;
** To maintain and develop data base of potential suppliers and service providers;
** Contract Management Phase
** To liaise with all respective Units and Sections and outsourced companies to ensure a timely implementation of existing supply, works, service and lease contracts in compliance with the applicable rules (i.e. internal SOPs, EU financial regulations, general and Special conditions annexed to the contracts);
** To work as the Mission focal point for a series of different insurance contracts (for example fleet insurance);
** Based on received invoices, to verify and systematically maintain database on funds spent in respect to relevant contracts and budget lines;
** To prepare and report to Head of Mission Support Department and the Requesting Units/Sections on contract utilization statistics;
** To monitor existing contracts regarding duration and inform respective requestors on expiration dates and dates for renewals (upon timely preparation and launch of a new tender procedure) and/or cancellation of contracts;
** To ensure the communication to the companies/suppliers regarding late delivery and penalties upon decision of the Contract Management Board of the Mission;
** To undertake any other related tasks as requested by the Line Manager(s).

Eligibility criteria - Education and Experience:

Essential:

** Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor`s Degree; AND
** After having fulfilled the education requirements, a minimum of 4 years of relevant and proven full-time professional experience in contract management or relevant field;
** Fluency in English and Georgian languages (oral and written);
** Ability to write and communicate in a clear and concise manner;
** Enjoy full civil rights and do not have a criminal record;
** To be in possession of valid category B driving license;
** Physically fitness to perform the duties relating to the post. Such physical fitness should be attested by a medical certificate.

Specification of Education and Experience:

** Experience in positions requiring excellent analytical and organisational skills, with a service-minded and project-oriented approach;
** Experience of using data for preparing reports;
** Experienced user of Microsoft Office (MS Word, Excel, Power Point, Access etc.) and databases;
** A self-starter. To have strong sense of initiative, responsibility and autonomy;
** To focus on priorities, to monitor and evaluate procedures and processes;
** To deliver work on time and to agreed standards, even under pressure;
** To build productive and cooperative working relationships with other staff members;
** To have a strong sense of confidentiality and discretion in dealing with Mission-related matters.

Desirable:

** Professional experience in an International organisation;
** Knowledge of Russian language.

Note: This is a contracted position (Function Group II), governed by the General service conditions of Local Staff employed by EUMM Georgia, serving in Georgia.
