MCA-Georgia is announcing a vacancy for Senior Procurement Consultant of MCA-Georgia to work under supervision of MCA-Georgia`s Procurement Director.

MCA-Georgia was established to implement a five year compact of the Millennium Challenge Corporation. The Millennium Challenge Corporation`s five-year, $140 million compact with Georgia aims to reduce poverty through economic growth by addressing one of Georgia`s most binding constraints to economic growth—the quality of human capital—through investments in science and technology education and workforce development.

The Compact entered into force on July 1, 2014 and will be implemented until July 1, 2019. The Compact seeks to improve the quality of education in the science, technology, engineering, and math (STEM) fields and increase the earning potential of Georgians through strategic investments from the start of a student`s general education to graduation from technical training and advanced degree programs, including a focus on increasing women`s participation in STEM professions.

Duration of contract: October 2017-June 2019

Position requirements:

** Over 10 years` experience of managing procurements of infrastructure (or similar) projects
** High proficiency of English and Georgian
** Knowledge of international procurement guidelines and practices
** Graduate degree in social sciences or in business administration.
** At least 5 (five) years of experience in developing and managing procurements
** Experience of managing procurements in systems applying international standards
** Ability to coordinate with numerous distinct entities in overseeing and reporting on procurement activities;
** Proven familiarity and/or experience with International Donor Institutions` procurement.
** Demonstrated ability to work collaboratively with Georgian and international stakeholders and counterparts;
** Superior organizational and time management skills;
** Ability to manage multiple priorities/demands/interests under tight deadlines;
** Demonstrated professionalism, good judgment and flexibility to work as necessary outside normal work hours to meet the deadlines and needs of the position;
** Ability to work with multidisciplinary teams and institutions;
** Responsible and flexible attitude and capacity to manage a variety of tasks with minimal supervision;
** Excellent written and verbal communication skills in Georgian and English;
** Strong computer skills and knowledge of Microsoft Office applications (Word, Excel, Power Point, Project).
** Be a citizen or a resident of Georgia, holding an appropriate work permit;
** Be free of all conflicts of interest and committed to protecting the integrity of the Program.

Major responsibilities: The Procurement Consultant works under the supervision of the MCA-Georgia Procurement Director.

Description of tasks:

Manage procurements for the Improved Learning Environment Activity (school rehabilitation project) of MCA-Georgia under supervision of Procurement Director and in collaboration with Chief Infrastructure Engineer. Namely, carry out following tasks:

** Prepare the Solicitation Documents, including Technical and Financial Evaluation Reports, Combined Evaluation Reports, Procurement Implementation Plans, and all other required documents in compliance with the MCC`s Program Procurement Guidelines and response to the needs of MCA-Georgia.
** Act as a contracts management of the Improved Learning Environment Activity (school rehabilitation project) of MCA-Georgia.
** Maintain controls throughout the process for selection of the suppliers, contractors and consultants to ensure good faith, fair dealing and appropriate confidentiality by people officially involved in the procurement activity.
** Assist MCA-Georgia in providing prompt and fair responses to bid challenges, should they arise. Assist in conducting meetings of the first level body of review of the Bid Challenge System.
** Prepare contract negotiations with the firms awarded contracts by MCA-Georgia.
** Carry out contract management and administration, to ensure a timely and effective exchange of information to assure efficient, transparent and timely procurement processes. Support resolution of contract disputes. Support administration of actions by MCA-Georgia to suspend and terminate contracts.
** In coordination with the respective Project Director and Legal Counsel, participate in reviewing any claims from the consultants and contractors with respect to time extensions or extra payments and in general with respect to the consultants/contractors` performance and compliance with his contractual obligations.
** Keep the appropriate contract files for the MCA-Georgia procurement activities.
** Prepare and post SPNs (Specific Procurement Notices), bidding documents, clarifications, amendments and any other procurement-related information for the general public availability.
** Perform other tasks and responsibilities related to the program procurement activity as requested by the Procurement Director from time to time.
